According to the National Security Concept, issues of security of citizens included in the collection of national interests. Among the priorities identified components of the security protection of the individual, society and the state from criminal attacks.

The system is a set of hardware and software that allows you to implement a national treatment for bilateral audio channel through the device in an emergency monitoring center and is designed to receive messages from the public about the facts of a criminal nature, violations of public order, accidents, natural disasters and other emergencies.

The system includes emergency communication devices and equipment monitoring center (it can be specialized servers, gateways, routers, PBX, etc.). Depending on the type of data can be used optional intermediate level.

Health Organization and Medical Statistics

In the nearest future development of this trend in high school – to attract graduates of the MBA program who hold top positions in the pharmaceutical and medical business for expert lectures and master classes, creation-based business school MBA alumni career development center, as well as cooperation with the Center for Educational Innovation program “Medicine of the Future.”

Now the question is solved, and on international cooperation. According to the press service of the university plans to eventually develop the internship program and the opening of the joint MBA program with a foreign partner – the European Business School, an internationally accredited MBA program in health care.

Australias Economy Faces a Year of Challenges

Australia’s resources-powered economy is facing a year of challenges.  Although the mining sector continues to soar, other industries – most notably manufacturing, tourism and finance – are shedding jobs in an increasingly two-speed economy.  Although Australia has managed to avoid the worst of the global economic crisis, the government warns that 2012 is likely to be a particularly tough year for employment.

And, as a consequence, the demand for Australian products is falling,” said Kim Carr.Mining boom

Australia avoided the worst of the global slowdown thanks to a mining boom fueled by sales of iron ore to China.  However, there are concerns that any easing of Chinese demand will cause problems.”Australia is going to basically find that the global financial crisis that they thought they’d dodged is coming home to roost. Australia’s got problems on the commodity front through the Chinese slowing,” said author and analyst Satyajit Das.Das believes the soaring Australian dollar, which has doubled in value against its U.S. cousin in the past decade, is to blame for increased economic uncertainty.”The high Australian dollar is obviously making things very difficult for manufacturers, for tourism, for health tourism, for educational services and we are now seeing signs of that in terms of the slackening demand for labor, particularly traditionally white collar areas, like in financial services,” added Satyajit Das.

Higher unemployment ahead

Unemployment in Australia is at just above five percent. That figure is expected to rise this year. The non-mining sector is likely to suffer most. This week, 1,000 bank workers were told they were losing their jobs.Fariborz Moshirian, a professor of finance at the University of New South Wales, believes Australia should not be so reliant on exports of commodities to China.”There is no question that, if in China we are going to see a massive decline in economic activities,” said Moshirian, “Australia is going to basically feel it very harshly simply because we don’t have a strong manufacturing or indeed banking sector to compensate for income losses associated with the mining boom. And, for that very reason [the] Australian economy requires a massive restructuring as we are benefiting from the mining boom so that our manufacturing, our financial services and our tourism industry will become more productive, more competitive and also our economy becomes more balanced rather than simply relying on one particular sector in the medium term.”  But the head of the New South Wales Minerals Council, Stephen Galilee, believes the resources sector will continue to underpin the economy for many years to come.”People have been forecasting the end of the resources boom for many years now and the end of the boom is nowhere in sight,” he said. “The impact of global uncertainty has the potential to slow the rate of growth of that boom. But we are optimistic that demand for our mineral resources will continue to increase across the decades ahead.” However, Australia’s miners are worried that a carbon tax will damage their international competitiveness and cost jobs. The levy will force many big polluters to pay for each ton of carbon dioxide they emit and is scheduled to be implemented in July.

What does this have to do with Facebook founder Mark Zuckerberg? Well, according to the $5 billion IPO filing, legal documents give him absolute control over the post-IPO company, even beyond the grave, just like a Roman emperor. That kind of power can have unintended consequences.

The story of Facebook’s spectacularly successful founder serves as a blueprint for others who hope to create corporate dynasties. Still, both he and those who seek to emulate him would be wise to take the counsel of history and establish at least a minimally representative corporate governance structure that includes one or more independent board members.

Norway, India At Odds Over Multibillion Telecom Deal

The Answers for Public Disaster Shelters

Make a prepared weighted statement. If the process of communication during the crisis is postponed, then control of events is lost. The appropriate steps to take in preparing for and implementing short-term in-place sheltering depend entirely on the emergency situation. For instance, during a tornado warning you should go to an underground room, if such a room is available. During a chemical release, on the other hand, you should seek shelter in a room above ground level. Because of these differences, short-term in-place shelter is described in the chapters dealing with specific hazards. See the chapters on “Thunderstorms” and “Hazardous Materials Incidents” for more information.

The basic principle of public disaster communications is not to gloss over the event, and to do all the talk as soon as possible. The remainder of this chapter describes steps you should take to prepare for long-term in-place sheltering and for staying in a mass care shelter if you evacuate. > SAN FRANCISCO (MarketWatch) — As we expected, Zynga has so far not been a stock you wanted to buy on its first trading day, not if you were hoping to make a quick buck.

We advised against buying its shares in a column that ran just before the stock began trading publicly, because we believed (and still do) that it will be cheaper sometime early next year.

What we didn’t expect was just how cool a reception Zynga shares  would get. After two weeks of trading, the stock is where it finished its first day, down 5% from its $10 IPO price.

On the surface, that compares poorly with LinkedIn , which doubled on its first trading day, and Groupon , which rose 31%. Even Pandora , which like Groupon has yet to figure out a way to make a profit, eked out a 9% first-day gain.

But if you’re thinking about actively trading any of these stocks, keep in mind why the Zynga IPO fizzled. Remember also that the prevailing technical trend for all of these stocks has been down.

The market didn’t go for the play by Zynga CEO Mark Pincus to go big out of the gate and sell 14% of the company’s shares — significantly more than either Groupon’s or LinkedIn’s first-day float, as a percentage stake.

Those thin floats help keep a stock artificially high — but not forever. ( Read our previous column on that topic here. )

LinkedIn’s slumping secondary Still, Zynga’s post-IPO performance is better than that of LinkedIn’s shares, since the latter company’s Nov. 17 secondary offering. The stock is down 13% since that issue, which doubled the company’s float to near 20% of its outstanding shares. During that same time, the Nasdaq  has been treading water.

While LinkedIn is still above its IPO price of $45, both its chart and its fundamentals suggest it will be back near that level soon enough. In case you forgot, the stock’s price-to-earnings ratio is north of 200.

Groupon, which is not expected to be profitable in the near future and so has no P/E, is struggling to stay above its IPO price of $20, even though it sold less than 6% of its shares.

Pandora, meanwhile, is nearly 40% below its IPO price.

This trading data shows us one thing clearly. Whereas the worth of these companies were going up when they were trading in opaque private markets, being bought by lemming-like venture capitalists and other inexperienced investors hoping to put a marquee name in their portfolios, the harsh light of public disclosure is driving their market caps back down where they belong.

We wrote in early October that tech start-up valuations had already peaked and would be heading down, and the charts of these companies suggest that’s not going to change soon. ( Read that column here. )

Zynga CEO Mark Pincus needs the money to continue the company’s massive marketing push. All of those “do you want to help me buy a fencepost?” emails sent to Farmville players’ Facebook friends cost money.

But it’s not the only one of this year’s crop of newly public tech companies to face high costs. Groupon also spends a large percentage of its revenue on email-marketing costs. And given the size of Groupon’s workforce, it will continue to face rising labor costs as insurance and other benefit packages get more expensive.

The fact that some crazy fool bid $11.50 for Zynga shares on their first day of trading shows that volatility will create trading opportunities for these stocks. That means savvy traders who do their homework will have a chance to make money on both up and down moves.

The trading desks of the tech investment banks that executed these IPOs still control a large percentage of their traded shares, however, so trying to short them, if you can acquire any to do so, is quite risky. But as more shares become available, as happened after the LinkedIn secondary sale, so will the opportunities to make money by betting against them, either through short sales or option contracts.

Until the price of these companies’ shares are in line with their prospects, that looks like a better strategy than going long.
